The county's list, applied to a roof
Henderson County Permits & Inspections publishes a short list of the kinds of work that need a permit. It covers construction, reconstruction, alteration, repair, moving, removal or demolition of a building or structure; adding, repairing or replacing load-bearing structures; certain plumbing, heating, air conditioning and electrical changes; materials not permitted by the North Carolina State Building Code; changes the Fire Code applies to; changes to exits or emergency escape routes; and roofing.
The roofing line is worded with care: a permit is required for the addition of roofing, excluding replacement of like grade of fire resistance. So the county draws a line between adding roofing and replacing a roof covering with one of the same fire-resistance grade. Everything else on the list still applies to a roofing job. Replacing rafters or trusses is load-bearing work. Using a product the code does not permit is its own trigger.
Because the exact answer depends on scope, the cleanest approach is to describe the job to the permit office before it starts.

Common roofing scopes and how they line up
A tear-off and replacement with the same kind of shingle, no structural work and no change to the roof shape sits closest to the replacement exclusion. Even then, rotten decking found mid-job can turn into structural repair, so ask your roofer how they handle that with the county.
Adding a roof over a new porch, building a dormer, raising a roof, or adding a second layer over existing shingles goes beyond replacing like with like. Switching from asphalt shingles to a heavier product such as slate or clay tile raises questions about the framing that the county may want to review. Solar panels have their own line on the fee schedule.
Gutter replacement and minor repairs such as replacing a handful of shingles or resealing a pipe boot are not on the county list, but confirm before you rely on that for anything bigger.
Check the county's lines first, then let an independent local roofer price the job itself.

There is no line in the 2026-2027 schedule labelled roofing. Residential remodel permits are priced in square-footage steps from $150 to $650 plus $0.30 per additional square foot. Separately, the schedule sets a minimum permit fee of $75.00, a minimum inspection fee of $75.00, a reinspection fee of $75.00, an amendment fee of $75 after issuance, renewal at 25% of the original fee, and the General Contractor Recovery Fund charge of $10.
The county applies the line it judges correct when it reviews the application. Our job here is only to put the published lines in front of you so a permit charge on a quote can be checked.
The schedule also notes that permit fees do not include charges from other agencies such as zoning, environmental health, floodplain or erosion control.

Who can pull it, and how
Permits can be obtained by the property owner, the owner's agent or the contractor, either online through SmartGov or in person at the Permit Office at 100 N King St in Hendersonville. Inspection requests can also be made through the county.
If your roofer pulls the permit, ask for the permit number and keep it. You will need it to check inspection results, and it is proof that the work was permitted when you sell the house.
The county's FAQ is direct about licensing: general construction projects of $40,000.00 or more must be done by an appropriately licensed contractor, and trade work such as electrical, mechanical and plumbing requires a licensed contractor regardless of value, except as exempted by G.S. 87-1, 87-21 and 87-43.

What happens if the permit is skipped
The fee schedule lists a penalty for starting work without a permit of $200 plus the permit fee. The FAQ adds that failing to comply with permit, licensing and inspection laws is a criminal matter under state law. Beyond the penalty, unpermitted work can surface when you sell, refinance, or file an insurance claim, and you may be asked to open things up for inspection.
A roofer who says a permit is never needed for a roof in Henderson County is oversimplifying. Sometimes it is not; sometimes it is. Get the answer from the county, in writing if you can.
If a permit lapses before the final inspection, renewing it costs 25% of the original fee. Ask for a start date and a completion window in the contract.

Towns, the city and the county
Henderson County Permits & Inspections handles building permits for the unincorporated county and, by contract, for Hendersonville, Fletcher, Flat Rock, Laurel Park, Mills River and Saluda. Zoning stays with each town. If your address is in a historic district or a neighborhood with covenants, check those rules separately before you choose a color or material.
Floodplain, erosion control and environmental health are separate county programs with their own rules and fees. They rarely touch a roof replacement, but they can matter for additions that change the footprint.
