Two offices to think about
The Village of Flat Rock sits just south of Hendersonville along US 25 and Greenville Highway. For building permits, plan review and inspections, the village is served by Henderson County Permits & Inspections under contract, the same office that serves Hendersonville, Fletcher, Laurel Park, Mills River and Saluda. That means the county's permit list and fee schedule apply to a Flat Rock roof.
Zoning is the village's own. Flat Rock has a strong sense of its historic character, with estates and houses dating to the nineteenth century, and some properties fall within historic designations. Before you change a roof's material or color in a visible way, check with the village about any rules that apply to your property, and with your homeowners association if you have one.
None of that is a building permit, but it can affect what you are allowed to install.

Older houses, older roofs
Flat Rock's older homes bring roofing questions that newer subdivisions do not. Original roofs may have been wood shingle, slate or standing seam metal, and later owners may have covered them with asphalt. Framing sized for one material may not suit another. Chimneys are often tall and many, each with its own flashing.
On an older house, ask a roofer to inspect the attic and framing before quoting, and to say whether they expect decking replacement. Board decking with gaps, common under old wood shingle roofs, may need new sheathing before a modern covering goes on.
Heavier materials, or a change from one material to another, can bring a permit into play. Henderson County lists the addition of roofing, excluding replacement of like grade of fire resistance, and repair or replacement of load-bearing structures among the work that needs a permit.

Check the county's lines first, then let an independent local roofer price the job itself.

Much of Flat Rock is wooded, and big hardwoods and white pines over a roof mean leaves and needles in valleys and gutters, moss and algae on shaded slopes, and the risk of limbs coming down in storms. A roof that never fully dries ages faster.
Regular cleaning of valleys and gutters, trimming branches back from the roof, and good attic ventilation all extend roof life. Ask a roofer to point out overhanging limbs during an inspection, and use a tree professional for the trimming.
Shade also makes satellite roof measurements less reliable, so check the square count on any quote against the calculator.
Permit costs in the village
Since the county issues the permits, Flat Rock projects use the Henderson County 2026-2027 fee schedule. The minimum permit fee and the reinspection fee are $75.00 each, renewal is 25% of the original fee, and starting work without a required permit carries a penalty of $200 plus the permit fee.
Residential remodel lines are priced by square footage, and the county decides which line fits a roof job. See the permit page for detail.
The fee schedule notes that permit fees do not include fees charged by zoning or other agencies, so any village zoning review is separate.
Short answer: the table below runs from $10 (General Contractor Recovery Fund) up to $200 (Penalty for starting work without permit), according to Henderson County 2026-2027 fee schedule. These are published government figures; labor and materials for the job come from a written quote.

Choosing materials that fit
Owners of older Flat Rock homes often weigh architectural shingles against standing seam metal or, on some houses, real slate. Each has a different weight, cost, look and lifespan, and each needs installers experienced with it. The metal roofing page covers metal systems.
Ask for samples or addresses of finished roofs in the area so you can see a material on a real house.
For any material, get the product name, color and warranty in writing, and check village and association rules before ordering.
Working around an older house
Older Flat Rock houses often have porches, ells and additions built at different times, each with its own roof pitch and its own meeting point with the main roof. Those joints are where leaks start, and they deserve extra attention in any quote.
Ask the roofer to list each roof section, its pitch and covering, and how the joints will be flashed. Where a low porch roof meets a wall, step flashing and counter-flashing should be new, not reused.
If the house has a historic chimney, ask whether the crown and mortar need work before the new roof goes on. Rebuilding a chimney cap after a new roof is installed risks damaging the new flashing, so it is better done first.
Allow extra time in the schedule for an older house. Unexpected decking, framing or chimney work is more likely, and some materials suited to historic homes have longer lead times. A roofer who builds a little slack into the start window is planning realistically, not padding the job.
Next steps
Collect your house's age, roof age if known, the number of layers, and photos from the ground and attic. Check whether your property has historic designation or association rules. Then ask two or three roofers for written quotes on the same scope.
If the job value reaches $40,000.00 or more, Henderson County's FAQ requires an appropriately licensed contractor. The license page explains the state rules.
