Roof Replacement Cost in Hendersonville, NC: The Public Part and the Quoted Part

The fees Henderson County publishes, and a line-by-line way to compare what roofers quote for the rest.

Government fees and published rules, not roofer prices.

Two layers of cost in every roof price

When a Hendersonville roofer hands you a number for a new roof, most of it is their own pricing: labor to strip the old roof, materials, flashing, ventilation, disposal, equipment, insurance, overhead and profit. A small part is set by government and is the same no matter who you hire. Separating the two is the fastest way to compare quotes honestly.

The public part starts with the Henderson County Permits & Inspections fee schedule for 2026-2027. Residential remodel permits are priced by square footage in steps, from $150 for up to 999 square feet to $650 plus $0.30 per additional square foot at 3,000 square feet and up. Whether a re-roof falls under one of those lines, a trade line, or no permit at all is the county's call when it reviews the scope.

The rest of this page is about the quoted part: what each line on a roofing bid means and which ones tend to hide the differences between bids.

Short answer: the table below runs from $150 (0 - 999 sq. ft) up to $650 (3,000+ sq. ft), according to Henderson County 2026-2027 fee schedule. These are published government figures; labor and materials for the job come from a written quote.

The general lines that can land on any permit

Separate from the remodel steps, the schedule lists charges that can attach to any residential permit. The minimum permit fee is $75.00. A failed inspection that has to be repeated is a reinspection at $75.00. Changing the permit after it is issued is an amendment at $75. Letting the permit lapse and renewing it costs 25% of the original fee.

Two lines deserve attention on a contract. The General Contractor Recovery Fund charge of $10 appears where a licensed general contractor is involved. The penalty for starting work without a permit is $200 plus the permit fee, so a roofer who skips a required permit is putting that cost on the property, not on themselves.

Ask who pays reinspections. A fair contract puts the cost of a failed inspection on the party whose work failed.

What drives the quoted part on Henderson County homes

Size is measured in squares, 100 square feet of roof surface each. A steeper pitch adds surface area and slows the crew. A 6-in-12 roof has about twelve percent more surface than its footprint; a 10-in-12 roof has about thirty percent more. The calculator shows this for your house.

Layers matter next. North Carolina homes from the 1970s and 1980s sometimes carry two layers of shingles, and every extra layer means more labor and more tons at the Transfer Station. Decking condition is the third big swing: soft or delaminated sheathing has to be replaced before anything new goes on, and nobody knows how many sheets until the old roof is off.

Finally there is complexity. Each valley, dormer, skylight, chimney and wall intersection needs flashing work. A simple gable ranch in Fletcher and a cut-up two-story in Laurel Park with the same footprint can differ by a lot in labor.

Line items to line up across bids

Ask every roofer to price the same scope in the same format. The square count and waste allowance should be stated. Tear-off should name the number of layers. Decking replacement should carry a price per sheet and an estimated count. Underlayment should be named by type, and the bid should say whether ice and water membrane goes in valleys and along eaves.

Flashing should be itemized: new step flashing at walls, counter-flashing at chimneys, pipe boots, and drip edge on eaves and rakes. Ventilation should say what is being added or removed, such as ridge vent, box vents or soffit intake. The disposal method should be stated, with the dumpster or trailer included or listed separately.

Then the paperwork lines: who pulls the permit, who pays inspection fees, the start window, cleanup including a magnet sweep for nails, the payment schedule, and both the manufacturer's material warranty and the roofer's workmanship warranty, each in writing.

Disposal: a public rate behind a private line

Old shingles are heavy. The Henderson County Transfer Station charges $70.00 per ton for construction and demolition debris, with a $10.00 minimum scale fee for loads of 320 pounds or less, under the rate sheet effective July 1, 2026. That rate is what the roofer pays when their truck or dumpster hauler crosses the scale.

A disposal line on a quote also includes the hauler's time, the dumpster rental and fuel, so it will be higher than the tipping fee alone. Still, the public rate lets you sanity-check a disposal charge that seems far out of line for the number of layers and squares coming off. The disposal page has worked examples.

If a bid does not mention disposal at all, ask. Debris left on a property is a cost someone will pay later.

When the cheapest bid is not the lowest cost

A low bid that leaves out decking, flashing or the permit will grow once the job starts. A bid with a higher total that includes those lines may end up costing less. Compare totals only after the scopes match.

Watch for contracts that set the price as whatever insurance pays, contracts that sign over your insurance benefits, and deposits far larger than the materials cost. None of those protect the homeowner. On storm work, read the storm damage page before signing.

If the job value reaches the state's general contractor threshold, North Carolina law requires a licensed general contractor, and the license page explains the threshold and how to check a license.
